Ethel's Peanut Butter Cookies

1 c. white sugar or 1/2 c. honey
1 c. brown sugar
1 c. peanut butter
1 t. vanilla or lemon extract
2 eggs
1 c. shortening
1 t. cream of tartar
1 t. baking powder
3 c. flour (or 2 flour 2 oatmeal)
salt
